It drives collective efforts that protect learning as a foundation for recovery, stability, and hope. At this critical juncture, the GEC strategy must balance ambition with agility and pragmatism and exercise careful prioritization so that scarce resources are used efficiently to deliver meaningful results where they are needed most.
