2021 Achievements | Mitigating disruptions to children’s learning through heightened advocacy in the Occupied Palestinian Territories
The protracted humanitarian crisis in the Occupied Palestinian Territory (oPt) leaves more than 2.1 million people, including 934,000 children in the Gaza Strip and the West Bank increasingly vulnerable. The situation further deteriorated with the recent rise of tensions in East Jerusalem and the escalation of hostilities in the Gaza Strip in May 2021, affecting children’s well-being and limiting their access to essential services, including education. The Education Cluster estimates that 579,173 Palestinians (56 per cent females) across the oPt, the vast majority (96 per cent) of whom are school-age children, including around 13,398 Children with Disabilities (CWDs), will need humanitarian assistance to access education in 2022. Nearly 74 per cent live in the Gaza Strip, and over 26 per cent in the West Bank, including East Jerusalem.1
Following the escalation, the GEC provided light remote support to the oPt Cluster to update key advocacy messages emphasizing links with Protection, that fed into an OCHA report and an Education Cluster report on school rehabilitation.2
In early 2021, Cluster partners supported children and school staff from the most vulnerable areas in the West Bank with structured Psychosocial Support sessions. In the Gaza Strip, the children most at risk of dropping out were provided with remedial education programs to reintegrate them in the schools and some provided with vocational support to be integrated in the vocational centers. Additionally, education facilities in the Gaza Strip were provided with hygiene kits to ensure the safe continuity of education during the pandemic.
The move towards online education during the COVID-19 pandemic revealed an existing digital divide and created further barriers to education, especially in remote and disadvantaged areas. To address this challenge and to ensure continuity of learning, over 3,000 children were provided with tablets.
In the Gaza Strip, while Education Cluster partners have managed to finish all major rehabilitation work of damaged schools, additional financial resources for ‘building back better’ interventions including the rehabilitation of WASH facilities as well as mainstreaming an inclusive environment for children with disabilities are still required.
Finally, the GEC provided technical support to the oPt Cluster for the People in Need (PiN) calculation and MSNA education findings analysis.
