2021 Achievements | Enhancing contingency planning and preparedness to respond to complex education needs in Myanmar

The Education Cluster was activated in 2021 in response to increasing humanitarian needs in Myanmar. Within the first months of the military takeover in February 2021, over 60 schools and university campuses have been occupied by armed personnel, and at least 75 children have been killed and many more seriously injured1, or arbitrarily detained; in the past year, 150,000 children have been displaced across Myanmar.2 Learning has been disrupted for nearly 12 million children due to widespread closure of schools caused by the COVID-19 pandemic and a lack of alternative learning programmes.3 Although some schools have since reopened, many families are keeping their children out of public education facilities in boycott of the government school system. As the crisis escalates, 5.4 million children and youth are in need of education in emergencies assistance.4   

In response to these dire education needs, the Education Cluster is developing a multi-year strategy, and increasing its coordination capacity at national and sub-national levels. The Cluster has supported 30,000 children with home-learning materials, and in total under the 2021 HRP 82,727 children were supported to access quality and inclusive learning opportunities. An additional 16,415 children received emergency learning supplies under the HRP Addendum.  

Working closely with the Myanmar Cash Working Group, the Cluster, with support from the GEC, ensured Education was included into the Minimal Expenditure Basket. The GEC also supported the Cluster in holding a series of workshops in the South East region and Kachin State with strong partner engagement, including local and national partners, which led to the development of Contingency Plans for each location, emphasizing preparedness and rapid response activities.  

Finally, the GEC assisted the National Cluster in determining the People In Need (PiN) of education support in 2022 by developing a survey, sharing guidance methodology, analyzing results and providing feedback, and mentoring the newly recruited Information Management Officer.
